George Simataa (Ph.D)

Dr. George Simataa is a retired senior public servant who served as Secretary to the Cabinet of the Republic of Namibia (24 March 2015–28 April 2025). His 45+ year Namibian Public Service career reflects leadership excellence, institutional development, and strategic contributions to national governance.

Before that: Permanent Secretary, various ministries (2008–2015). He joined public service in 1979, held non-managerial roles to 1993, then became first Deputy Director, Namibia’s Electoral Commission (1994), and Senior Special Assistant (Director) to Namibia’s first Prime Minister (1995), who became President in 2015. Management roles: Director for Human Resource Management; Under-Secretary, Department of Public Service Management, Office of the Prime Minister; General Manager for Human Resources, Social Security Commission (2005). National assignment: Social Security Commission HR audit (2002) for the Presidential Commission of Enquiry.

Presidential appointments: Commission on conditions of service, remuneration, and benefits for Political Office Bearers (2006–2015); ex-officio member, High Level Panel on the National Economy (HLPNE) (April 2019), addressing unemployment, income inequality, and poverty. He delivered numerous public lectures, facilitated strategic planning locally/internationally, and lectured part-time at the University of Namibia. Distinction: Namibian National Honours System, Grand Commander of The Most Excellent Order of the Eagle, First Class.

Education: Diploma in Public Administration, University of Zululand (1983); Bachelor of Administration, University of Namibia (1991); Honours in Public Administration, UNISA (1994); Master’s in Public Administration, University of Namibia (1998); PhD in Management, Rhodes University (2017), dissertation “Talent Management: A Case Study of Namibia’s Directorate of Civil Aviation (DCA) in Securing Talent for Aviation Safety, 2008–2014.” Author (2024): Timeless: My Career in the Public Service (Kalahari Reporters; ISBN 9789994598472), reflecting on integrity, leadership, and governance in the public sector. Today he speaks across Africa and consults in Public Service domains.
